The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.2080© (6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations:

KLLY-FM, Oildale, CA (FIN: 7709)

KNZR-FM, Shafter, CA (FIN: 8109)

KKBB-FM, Bakersfield, CA (FIN: 7720)

KNZR (AM), Bakersfield, CA (FIN: 7715)

 

The information contained in this Report covers the Period from August 1, 2013 to, and including, July 31, 2014 (the “Applicable Period).

 

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1. A list of all full-time vacancies filled by the Station comprising the Station Employment Unit during the Applicable Period;

2. For each such vacancy, the recruitment sources utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080©(1)(ii) of the new EEO Rule, which should be separately identified), identified by name, address, contact person and telephone number;

3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

 5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080©(2) of the FCC rules.

 

Sections 1, 2 and 3 which follow have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Section 2 under the column entitled “Full-time Positions for Which This Source Was Utilized” refer to the number of the full-time job positions listed on Section1.

On air announcements were broadcasted every month airing the following PSA: KLLY, KKBB, KNZR-FM and KNZR (AM) are looking for organizations that regularly distribute information about employment opportunities to job applicants or have job applicants to refer. If your organization would like to receive notifications of job vacancies from our station please notify our Business Manager at 661-393-1900. Buckley Radio is an equal opportunity employer and encourages minorities and females to apply.

Station’s Business Manager is actively in communication with local private colleges in an attempt to participate in qualifying externship programs. Current colleges the Business Manager is in contact with are: UEI College, San Joaquin Valley College and Santa Barbara Business College. The Business Manager has begun the steps to complete site agreements with these colleges and anticipates the participation of an extern student within the near future.

Buckley Radio is actively involved in activities targeting the Hispanic community through membership with the Kern County Hispanic Chamber of Commerce; our relationship with this organization enables us to serve and respond to the needs of this very large demographic in our community. Our KKBB Program Director actively attends meetings and events with this organization as well as Sales Associates.

Buckley Radio is also an active member of the Police Activities League (PAL) which targets At-Risk youth within the community; the General Manager is a current Board Member for the organization. PAL provides positive alternatives to the streets with quality activities, developing discipline, self esteem, mutual trust and respect. PAL targets at-risk youth in high crime neighborhoods and currently works with roughly 850 local at-risk students throughout Kern County. The Bakersfield chapter of PAL is a member of the state organization California PAL.



Career Fairs

Buckley Radio is an active member of the Kern County Broadcasters Association (KCBA); together Buckley Radio and KCBA co-sponsored a career fair at Bakersfield College on April 30, 2014. Students with an interest in a broadcasting career were solicited. Internship opportunities were also discussed with students interested in communication. The Business Manager and Promotions Director participated in the April 2014 Bakersfield College Career Fair, targeting students with a passion in broadcasting.

Scholarships

Buckley Radio is an active participant in the Kern County Broadcasters Association Scholarship Program (KCBA). Currently KCBA has given out an estimated 14 scholarships, totaling $7,000; recipients have careers in broadcasting and/or are children of broadcasters.



EEOC

Training


EEOC Training is ongoing with all information from the Federal Communications Commission (FCC) read and processed immediately upon receipt. Any new FCC policies are reviewed and discussed quarterly with the General Manager, Department Heads and Business Manager. This information is then passed on to the remaining staff through memos and job postings.

Buckley Radio holds monthly management meetings with the General Manager, Business Manager, Sales Manager, Program Directors and all Department Heads. During these meetings there is a discussion of any possible discrimination and/or harassment in the work place. They review how to recognize, avoid and report such activities. The purpose of the meetings is to ensure that all stations and management are adhering to the laws of EEOC and are administering a harassment and discrimination free environment.





Job Banks

Open positions and internships are listed in job banks through Career Services Center, Cal Jobs, Kern County Hispanic Chamber of Commerce, Kern County Department of Human Services, Goodwill Industries, California State University Planning and Placement Center, Bakersfield College Extended Opportunities and San Joaquin Valley College.


Career Day

The Programming Director for KLLY and Promotions Director attended Career Day at Williams Elementary, on February 27, 2014, along with local Law Enforcement and Fire Fighters to educated lower income students on careers within industry. KLLY employees educated students on careers within the broadcasting industry and specifically within Buckley Broadcasting.


Training

All Full-Time employees participate in a one hour, bienniel, Discrimination and Sexual Harassment online training presented by California Chamber of Commerce. This seminar is training on how to recognize, avoid and report discrimination in the workplace. The General Manager, Director of Sales, Sales Manager, Programming Managers and Business Manager participate in a two hour online training presented by the California Chamber of Commerce; this training emphasizes the aforementioned topics and how to identify and prevent potential issues within the organization.
